Wilhelm von Humboldt (1767-1835) was a philosopher and educator of the Late Enlightenment. According to the Wikipedia, "He never believed that the human race could culminate in the attainment of a general perfection conceived in abstract terms." He was the architect of the Prussian educational system that served as a model for the United States and Japan. John Stuart Mill cited him in, "On Liberty."
